Before co-founding Growth Matters in 2014, Bill was most recently the Vice President for Strategy, Learning and Human Capital for Serco North America. As a Global Management Team Member, Bill repositioned an $80M consulting services portfolio with 250+ employees to penetrate multiple new customer verticals, launch new products in mobile learning, competency management and performance management and increase profitability and staff utilization during an industry downturn. Prior to Serco, Bill was a Senior Principal and Human Capital and Learning Solutions Program Manager for SRA International and Principal Consultant at Touchstone Consulting Group.
Bill holds a Master of Arts Degree in Communications, Culture and Technology from Georgetown University and a Bachelor’s of Arts Degree in Political Science from the University of California, Los Angeles. He is a Certified Human Capital Strategist from the Human Capital Institute and recently completed advanced training in Human Centered Design from the Luma Institute. Bill is Chair of the ACT-IAC Human Capital Special Interest Group and currently serves as an Executive Advisor on Human Centered Design and Innovation to ACT-IAC on three government/industry events: the Executive Leadership Conference (ELC), Acquisition Excellence (AE) and the Management of Change (MOC) conference. For each event, he is supporting the design and facilitation of multiple innovation challenge zones, resulting in transformational, actionable ideas that government and industry can pilot to address pressing challenges and opportunities.
